People tend to like Dell computers......they're kind of expensive though.
Answer to # 1: There are a few. For a regular user the two main types would be laptops and desktops. A desktop usually stays in one place, but you get more bang for your buck.

A laptop is more expensive, but it is compact so you can carry it around anywhere. I goto college, so i prefer a laptop.

Answer # 2: Yes, you can buy computers all ready to go (based on your budget) from alot of retailers. Here is a simple list:

Answer # 3: There really is no best.. Just go to the sites of the companies listed above and see what you can get for the money you're willing to spend.
