What you are describing is specific to Mac OS X (Exclusively on Computers Made By Apple Computer Inc). Dell only sells windows computers, which have icons on the side.
Maybe you can use the computer to learn to write properly?
That sounds a lot like a Mac OS (operating system). In that case, no sorry. Unless your interested in getting an Apple Mac computer then your out of luck. However, there may be a Linux OS that supply's a Mac OS theme but I'm not sure. All in all, its hard to get the icons to act like that with a Dell computer I would suggest an Apple Mac or going to a computer store and get them to install a Linux OS. In the end, its going to cost money and or time.
Rofflecopter.

Its called Mac OS X, lol.

Mac OS X is trash, and can only go on mac hardware.

I'm not too fond of Dell either.
By default, Windows puts the icons on the left side of the desktop.

Apple brand computers use the bottom dock-style icons you are talking about.

There are programs for Windows such as ObjectDock by Stardock Corporation that let you use a dock in Windows, though.
