Help! computers slow?

Well my computers not working quite so well! my dad reinstalled windows and didn't put any protection on it...damn it's slow!! i think the computers infected!..it won't even do a Disk Clean-up...So is there anything that can fix it, even see what's on it there could be anything, only god knows. Thanks!!!!

When you start the computer up it says this: ipwins.exe unable to locte component MSVCR71.dll
